Owner of unlicensed Sutton recycling business fined

Following an investigation and prosecution by the Environmental Enforcement Team within Sutton Council’s Regulatory Services, a man who set up a recycling business without planning permission or the appropriate licence has been fined after pleading guilty at court.

In March 2019, Billy McCluskey, aged 31 (9.11.87) of Beaumont Court, Mitcham, set up Site Scrap Recycling Ltd in Wealdstone Road, Sutton. McCluskey did not have planning permission or the appropriate license to operate the business and illegally burnt waste in the back yard of the property, causing both harm to the environment and local community.

On Monday, 8th October, at Lavender Hill Magistrates Court, McCluskey pleaded guilty to operating a Waste Transfer Station without the appropriate permissions contrary to Section 33/34 of the Environmental Protection Act 1990.

McCluskey and Site Scrap Recycling Ltd received the following sactions:

1. Site Scrap Recycling Ltd – fine of ÂŁ935, ÂŁ92 Victim Surcharge, and ÂŁ925 towards prosecution costs, total ÂŁ1942;

2. Billy McCluskey – ÂŁ100 fine, Victim Surcharge ÂŁ30, ÂŁ100 costs, total ÂŁ230

  1. It’s far too common. They should be dumping all rubbish at the Council tip, not on streets or someone else’s property. It’s because Council waste handling facilities charge vans to empty out. What happened to the free skips Councils used to put out occasionally?
